During the early stages of the Cascadian Conflict, the Pacific Federation seized the trade city of Prospero and established a Regional HQ there to coordinate forces in-country.[1]

History[]

During the siege at the Salvemini Vineyards on February 10, AC 432, HQ coordinated Federation bombers to bombard Cascadian Independence Force positions. Following the collapse of the siege line, HQ identified Monarch and his fellow mercenaries as the driving force behind the rebels' successful holdout and issued a theaterwide alert on their presence.[2]

Almost two weeks later on the 22nd during the Fall of Presidia, HQ issued an order to exterminate all rebel forces with extreme prejudice, including on both mercenary and partisan forces. Their attempts to deal with the rising mercenary threat proved futile, often ending with heavy casualties and confused forces, not helped by Crimson Team being absent from their country. Aside from the mercenaries, they ordered that the Presidian Police Department be spared from engagement due to organizational infighting and for pro-Federation Cascadian National Guard units to switch to confidential radio frequencies.[3] Crimson would be properly summoned by HQ on March 4 with priority orders responding to a raid on the Apodock Fracture facilities.[4]

Regional HQ's failures continued to pile up; their deployment of Kiiyo cruise missiles against the stolen Eminent Domain battleship three days later was completely intercepted by Hitman Team,[5] their scrambling of Federation Intercept Specialists to defend the aerial supply train was belated and insufficient due to the scale of the intercept operation,[6] and even allowing Crimson Team to warn their forces to take the mercenaries seriously was not only not enough, but ignored by some soldiers.[7]

On April 17, they scrambled almost every single Federation Air Force fighter into the Bering Strait furball, even acquiring permission from Crystal Kingdom to scramble Crimson Team again in an uncharacteristically offensive manner. The furball ended with Federation forces being ordered to retreat by Crystal Kingdom; they had failed to protect all the transports airlifting veteran troops and equipment from Cascadia and their losses were unsustainable. Crimson 1 himself, who had lost five of his wingmen, briefly protested against the order.[8]

The command staff constituting the regional HQ was evacuated along with other VIPs in preparation for a plan by Crystal Kingdom to break CIF morale by leveling Prospero using cordium-tipped cruise missiles when they invade the trade city. Presumably, a number of officers stayed behind to preside over the plan, only giving cryptic hints to the subordinate defenders. At least one officer, however, objected against the plan, and was shot dead by the Cascadian Peacekeeper Commander. The other officers still in the city were most likely killed when the Cascadian Calamity Event erupted.[1]
