"Loosen the ROE, we have reports of partisans amongst fighting forces."
― Federation soldier during the Fall of Presidia[2]

The Cascadian partisans were groups of armed civilians who, like the Cascadian Independence Force, were opposed to the Pacific Federation's dominion over their country, but unaligned with the CIF, having lost faith in them and their government for losing so much territory so swiftly in the Cascadian Conflict.[2]

History[]

The first known anti-Federation partisans were, by accident, the Solis family, who, since losing their city of Solstitium 40 years prior, were leaders of armed civilian militias who once attempted to force the Cascadian National Guard to allow them entry into their city.[1]

The partisans assisted evacuation efforts during the evacuation of Presidia. While routing civilians into underground exits out of the city and handing them to the CIF whenever possible, they were also targeted by Federation military units who had to loosen rules of engagement. They also reminded each other to bid their farewells to those they care about before the comms blackout and hitting the countryside, and raided the city hall to destroy all records of their lives so they cannot fall into CIF or Federation hands.[2]

The partisans conducted more attacks against the Federation in the following months, especially with the start of the CIF Offensive Campaign, where the tide of war turned against the Federation, who mainly ignored the partisan threat.[3] Even after the Cascadian Calamity Event, they were able to recover quickly along woodspeople and Cascadian Park Service rangers. Together with Dustlands natives and southern Cascadian volunteers, they scouted out Federation forces still recovering from the Second Calamity, including at Brite Fortress, where during a raid on it, they sniped Federation troops from the treelines.[4]

Their last known action was during the Second Battle of Presidia, where they cooperated with Sicario SOF Ronin in engaging Federation holdouts in the capital. Their fate following the Presidian Disaster is unknown.[5]
